Classification Notes

Passenger car tires (Michelin, Continental, Bridgestone, Pirelli, Goodyear, Yokohama, Hankook, Dunlop, Kumho) are classified under 4011.10. Summer, winter, all-season, and performance tires share the same heading. Tire size (215/55R17, 225/45R18, etc.) does not affect classification. Run-flat tires and self-sealing tires remain 4011.10 — construction variations don't shift heading. SUV and light-truck passenger tires (LT-rated) are 4011.10 if for passenger vehicles, 4011.20 if designed for commercial light trucks. Heavy-truck and bus tires are 4011.20. Motorcycle tires are 4011.40. Bicycle tires are 4011.50. Agricultural/off-road tractor tires are 4011.70-90. Used tires (partially worn) imported for resale are 4012.20 (used pneumatic tires). Retreaded tires are 4012.11-4012.19 (retreaded by type of vehicle). Inner tubes are 4013. Anti-dumping duties have applied to passenger tires from China (EU — until expiry), and US Section 301 plus possible anti-dumping/countervailing duties on tires from China, Thailand, Taiwan, Vietnam, South Korea have been imposed and modified multiple times since 2015. Always verify current ADD/CVD status before importing tires from Asia. Tire labelling (EU fuel-efficiency grade, US UTQG rating) is required regardless of HS classification. Pregnancy tires don't exist, but all-terrain and mud-terrain tires for SUVs are 4011.10.
