Classification Notes

FPV (First-Person View) racing drones are classified under 8806 as unmanned aircraft. An FPV drone kit sold as unassembled parts is classified as a complete drone under GRI 2(a) — unassembled goods are classified as the finished article if they are intended to be assembled into a recognisable product. Individual FPV components sold separately follow their own classifications: motors are 8501, ESCs (electronic speed controllers) are 8537, flight controllers are 8538, video transmitters are 8525. FPV goggles are 9004.90 (spectacles, goggles) or 8528.52 (monitors). The FPV headset display determines whether goggles are Chapter 90 or Chapter 85.
