The WCO confirmed that even though modern consoles run operating systems, connect to the internet, and support streaming apps, their primary function is video gaming. Handheld gaming devices (Nintendo Switch Lite, Steam Deck) are also 9504.50. Game cartridges are 8523.49 (non-volatile semiconductor storage); game discs are 8523.80 (optical discs). The HDMI cable supplied with a console is 8544.42 (electric conductors). Prior EU BTI rulings pre-2017 that classified consoles as 8471 are no longer valid.
