Clear polypropylene packing tape, brown (kraft-appearance) tape, and reinforced filament tape are classified under 3919.10 (rolls ≤20 cm width). Wider tape rolls (for machine application) are 3919.90. Masking tape with paper backing is 4823 (paper and paperboard articles). Double-sided foam tape is 3919.10 if the backing is plastic, 4823 if the backing is paper or kraft. Duct tape (HVAC tape) with woven textile backing is 5906.99 (rubberised textile fabrics). The adhesive used (acrylic, rubber, solvent-based) does not change the HS heading of the finished tape. Custom-printed tape with a company logo is classified the same as plain tape.
