Printed books of all kinds (novels, textbooks, technical manuals, children's books) are classified under 4901.99 and are duty-free in virtually all markets. Dictionaries and encyclopaedias are 4901.91. Colouring books are 4901.99. Books printed abroad and imported are treated the same as domestically published books for HS purposes. E-books and digital downloads are not classified under Chapter 49 as they are not physical goods. Customs value of books is the transaction value including shipping. Some countries apply VAT/GST to imported books even when duty is zero.
