Classification Notes

Scented candles (soy wax, paraffin wax, beeswax) are classified under 3406 regardless of the fragrance or essential oil added. The type of wax (paraffin, soy, rapeseed, coconut, beeswax, or blends) does not change the heading. Candles sold in glass jars (jar candles) are still 3406 — the jar is the container. Decorative candles shaped as animals or objects remain 3406. Tea light candles and votive candles are 3406.00. Birthday cake candles are 3406.00. Beeswax candles imported from certain non-EU countries must comply with EU animal product import health rules (Commission Regulation No 206/2010) due to the beeswax content. Wicks sold separately are 5908.
