Wax melts (scented wax designed to be melted in an electric or tea-light wax warmer) are classified under 3406.00.90. Although wax melts do not burn with a flame themselves, they are classified as candle-like products because they are made of the same wax-and-fragrance composition. The wax warmer/burner used to melt wax is classified separately: electric wax warmers are 8516.29 (electrothermic appliance); tea-light wax burners are ceramic articles (6913) or glass articles (7013). Shaped wax melts (Christmas trees, flowers) are still 3406 — the decorative shape is incidental. Soy wax in bulk for candle-making is 1521.90 (vegetable waxes).
