All malt beer (lager, ale, stout, porter, wheat beer, IPA) is classified under 2203.00 regardless of alcoholic strength, brewing method, or style. Non-alcoholic beer (less than 0.5% ABV) remains 2203 — it is classified by production method and ingredients, not alcohol content. Cider and perry are 2208.70 (in the EU) or 2206.00. Craft beer in cans, bottles, and kegs is all 2203. The IBU (bitterness units), colour (EBC), and alcohol content (ABV) do not affect the HS heading. Like wine, MFN duty on beer is zero in most markets, but excise duty is the key cost — varies significantly between the UK, EU member states, and the US.
