Classification Notes

Vodka in retail containers up to 2 litres is classified under 2208.60.11 (not exceeding 45.4% vol). Higher-strength vodka above 45.4% ABV is 2208.60.19. Russian and Belarusian vodka has been subject to additional import duties (35%) in the EU since 2022 as a response to the war in Ukraine under the Common Commercial Policy — verify current status and origin before importing. Flavoured vodkas (citrus, vanilla, etc.) remain 2208.60 as long as vodka is the base spirit. Vodka in bulk containers over 2 litres is 2208.60.91. Certificate of origin is critical for spirits given the high excise and any applicable ADD.
