Mexico applies Import General Tax (IGI) on the transaction (FOB) value. IVA of 16% is charged on import value + duties. Mexico has an extensive FTA network: CUSMA/T-MEC (US, Canada), TMEC (EU revamped FTA), CPTPP, and Pacific Alliance. Goods from USMCA partners enter at 0%. IMMEX (maquiladora) programs allow duty-free inputs for export manufacturing. Section 321 equivalent (de minimis) is very low at USD 50.
